Democrats Abroad International Chair Issues Statement
Praising the House of Representatives’ Historic Vote to
Pass Health Insurance Reform

[Geneva, Switzerland] – The Affordable Health Care for America Act was passed last night by the House of Representatives, an important step towards ensuring every American has access to quality, affordable, stable and secure health care coverage. This legislation will finally rein in the insurance companies’ worst practices while extending coverage to 36 million Americans and cutting the deficit by $104 billion in the next ten years. The bill was supported by a wide range of groups including doctors, patients, seniors, consumers and Americans from every state. All but one Republican voted against the bill.

“Last November, Americans voted for change, and today, that’s what they got. Nearly one hundred years ago President Teddy Roosevelt called for health care reform, and today, we have come closer than ever to making it a reality,” Christine Schon Marques, International Chair, Democrats Abroad, said.

“The Affordable Health Care for America Act will provide long overdue reforms to the insurance industry and important protections for Americans. It will also provide more quality, affordable choices while bringing down the sky-high costs for families and businesses and lowering the national deficit. Because of this act, insurance companies will no longer be able to deny coverage because of pre-existing conditions or cancel coverage because of illnesses,” Ms. Marques continued.

“Today I thank President Obama and Congressional Democrats for their strong leadership on health insurance reform. While this isn’t the end of the process, it’s a critical step towards finally passing comprehensive health insurance reform,” Ms. Marques said.

Celebrations Planned Around the World

Washington, DC –This month, Democrats Abroad marks its 45th anniversary with celebrations planned around the world. Founded in 1964, Democrats Abroad is the official overseas branch of the U.S. Democratic Party. With members in more than 160 countries around the globe, Democrats Abroad holds eight positions on the Democratic National Committee and sends a voting delegation to the Democratic National Convention to select our presidential candidate.

“We at the DNC are proud to have such a strong party organization representing our Democrats living abroad,” Governor Tim Kaine, Chair of the Democratic National Committee, said. “Your work is a vital part of the Democratic Party and our successes.”

“Democrats Abroad has grown from just two small committees in London and Paris to a worldwide organization. Our membership is now strong enough to have a significant impact on elections at home in the U.S,” Christine Schon Marques, International Chair, said. “Even though we live abroad, we still feel passionately about our country, domestic policy and our elected leadership, particularly now as we work to pass meaningful health insurance reform and restore the U.S. image abroad.”

“Forty-five years ago, Americans residing overseas were in practice disenfranchised because of the difficulties in registering and voting. Thanks in large part to the hard work of Democrats Abroad, that is no longer true,” Peter Alegi, an original member of Democrats Abroad, said.

Democrats Abroad started simultaneously in London and Paris in 1964 when Lyndon Johnson defeated Barry Goldwater. Under the leadership of Toby Hyde and Al Davidson, funds were raised and committees formed. However, votes could not be cast because in 1964, U.S. citizens residing abroad did not have the right to an absentee ballot in most States.

Among other accomplishments, Democrats Abroad hosted the first Global Primary on the internet, successfully lobbied for the passage of the Uniformed and Overseas Citizens Absentee Voting Act in 1986, and in 2006, launched an on-line voter registration engine, www.VoteFromAbroad.org

We had a small but enthusiastic turnout for the second movie night of 2009 on Wednesday night. The burritos and margaritas were some of the best (and strongest for the latter) I have had in Taiwan. Unfortunately, the alcohol did very little numb the sting produced by the punch of Errol Morris’s absolutely stunning documentary of Robert McNamara, The Fog of War. Frightening is just about all I can say. Listening to his account of the Cuban missile crises was really the first time I have realized just how close completely rational people on both sides of the Atlantic came a nuclear exchange, and therefore just how close I came to not being born 14 years later.

We will be planning more movie nights in Taipei, and hopefully in other cities, hopefully one a month. But we need you guys, the DAT members and supporters, to tell us what venues, times and movies you’d like to see with a bunch of like-minded (well at least somewhat like-minded) political film junkies. So drop us a line, really!

One more thing: Josh Davis, DAT treasurer and grad student at National Sun Yat-Sen University, has been getting his hands and feet dirty helping out in the relief efforts in the wake of Typhoon Morakot. Turns out, there's an early primary scheduled for the 10th District of CA that's happening in Sep., 2009! If you think you might be from the 10th District, go to www.fvap.gov to find out how to vote. Great Turnout at July 4th Celebration in Kaohsiung

This year Democrats Abroad Taiwan threw a 4th of July celebration at "Join Us" in Kaohsiung. A good time was had by all. A raffle drawing was held that included bound copies of President Obama's inauguration address, Obama t-shirts ....and yes, a President Obama paper doll book. The Kaohsiung Improv League performed in their "Final" championship round for the season and then Pan-Africana played jammin' beats early into the morning.

Thanks to all those who came out for our first movie night (All The President’s Men) last night at Yuma’s! About ten members got together and enjoyed some great food and a classic film with some pretty scary parallels to the attempts of the Bush administration to mute dissenting voices on the war on terror after 9/11. I highly recommend it to anyone who hasn’t seen it before... A few of us lingered behind discussing, among other things, traditional investigative journalism of the type Woodward and Bernstein are so well known for versus newer models of journalism like blogging and crowd sourcing.

DA Taiwan Participates in Unveiling of Memorial to 14 Murdered American Airmen

DA Taiwan members attended the unveiling of a memorial plaque unveiled June 20, 2009, to honor 14 Navy and Army airmen POWs murdered in the final weeks of World War II by their Japanese captors. The plaque is on one of the remaining walls of Taihoku (Taipei) Prison, where the Japanese executed the airmen on June 19, 1945 after a sham trial.

Opening remarks were provided by DA Taiwan member Jerome Keating, PhD, and while the loss of these young men so many years ago was horrible the memorial service was a beautiful thing and it was refreshing to see so many Americans come out to honor them. It was very moving to hear a letter from Charles Parker, the younger brother of one of the killed airmen. The men were all so young -- most between 19 and 24 years old, only a few married, none of them fathers yet. While they joined the Army and Navy knowing that they might give their lives for their country, it is likely none expected to be starved, beaten and then executed so cruelly so soon before the end of the war.

Speeches were made by Michael Hurst, MBE, director of the Taiwan POW Camps Memorial Society, Teng Wen-Tsung of the Taipei City Government Dept. of Cultural Affairs, Christopher Patton of AIT, and Jack Lu of the ROC Veteran Affairs Commission. Rev. David Homer provided some beautiful prayers for our servicemen, past and present, while Mark Wilkie gave an excellent reading of the poem "Remember Us". Mal Turner's playing on bagpipes for the procession and conclusion of the ceremony set a sombre but uplifting mood for the procession and event.

Democrats Abroad to Participate in President Obama’s Visit to Normandy

Paris - Democrats Abroad will be participating in a ceremony marking the 65th anniversary of D-Day at the American Cemetery in Colleville-sur-Mer on June 6, 2009. Members of Democrats Abroad will be traveling across France and Europe to honor the memory of those who sacrificed their lives, joining U.S. President Barack Obama.

On June 5th at 4 pm, the day before the official ceremony, Democrats Abroad members including John Morris and Beresford Hayword will be placing a wreath in remembrance of the fallen. John Morris was just recently awarded the French Legion d'Honneur Medal. Morris was the photo editor in the London office of Life magazine and was responsible for getting Robert Capa's pictures of the D-Day landing on Omaha Beach to print. Beresford Hayward trained radio operators in the Army Air Corps.

"President Obama’s visit to Normandy on this historic anniversary is symbolic of his intention to honor the sacrifices made by our men and women in uniform, both in the past and today,” said Christine Schon Marques, International Chair of Democrats Abroad.

“The President has already come a long way in restoring the United State’s image abroad and sending the message that Americans are once again ready to work with the international community on heroic efforts required by our time and bring about lasting change,” said Meredith Gowan Le Goff, Chair of Democrats Abroad France.

After the official ceremony, Democrats Abroad will regroup in Bayeux and participate in the public picnic organized by the town at the Place Charles de Gaulle. Weather permitting, the group will gather for photos on some of the picturesque bridges found in the old city of Bayeux.

Washington, DC – Today, Democrats Abroad announced that the organization has approved a new country committee, Democrats Abroad Taiwan (DAT).

In 2003, DAT Chair John Eastwood, an American living abroad in Taiwan, found himself looking for good conversation about U.S. politics, international affairs and the then-recent invasion of Iraq.

“Although Democrats Abroad had previously been active in Taiwan, we had to start over in those difficult years,” said John Eastwood. “In those day
s right after the U.S. went into Iraq anyone who expressed serious concerns about where we were going as a nation would get their patriotism questioned. So through those early social events we created a safe place for fellow Americans to talk about what was happening to their country. By the time we took Congress back in 2006, we had some real momentum.”

From there, Mr. Eastwood worked with longtime m
ember Tammy Turner to organize events and provide overseas-voting information to fellow democrats through the 2004, 2006 and 2008 elections. The effort was furthered when David Bell, a graduate student working on the Obama campaign, and Cynthia Teeters, herself a veteran of the DA Vietnam start-up efforts, joined forces with other democrats.

“We are so pleased to welcome Democrats Abroad Taiwan. Taiwan’s technology sector makes it home to many Americans, and in fact, many democrats living abroad. We know that under John Eastwood’s leadership, DAT will bring a great deal of energy and enthusiasm to the entire organization and help expand the number of democrats in Congress in 2010,” said Christine Schon Marques, International Chair, Democrats Abroad.

Washington, DC— Today, Democrats Abroad announced the new officers elected at the organization’s spring meeting in Washington, DC at the end of April. The officers’ term is two years. Democrats Abroad is the official arm of the Democratic Party for Americans living outside of the United States

“First, I’d like to thank the previous officers for their hard work and commitment to the goals of Democrats Abroad. Under their leadership, this organization accomplished many achievements, including the first Global Primary held online,” said Democrats Abroad International Chair Christine Marques. “I would also like to thank the membership for granting me the honor of a second term, and I look forward to working with the new officers as we head into a critical election year - 2010.”

The newly elected officers are International Chair Christine Schon Marques, International Vice Chair Robbie Checkoway, International Treasurer Wayne Weightman, International Secretary Amanda Klekowski von Koppenfels, International Counsel Anthony Sistilli, Regional Vice Chair for the Americas Patricia Ferrari, Regional Vice Chair for Asia/Pacific Carmelan Polce and Regional Vice Chair for Europe, Middle East and Africa Susan Haug.

Christine Schon Marques, International Chair (Reelected) Switzerland (New York, NY)
A member of Democrats Abroad since 1992, Ms. Marques has served the democratic community abroad both locally as country committee chair of Brazil and Switzerland, and internationally as Treasurer and a member of the Democratic National Committee. As Delegation Chair at the 2008 Democratic National Convention, she cast the Democrats Abroad votes after a ground-breaking Global Primary process which included in-person, online, mail, and fax voting from democrats in over 160 countries. A former Vice President and Department Head at CIC-Union Européenne, International et Cie., her banking background includes strategic planning, capital adequacy, and financial analysis for derivative products. Ms. Marques has also served as Treasurer of the America Center of Geneva Association, a public-private partnership created to maintain a consular presence in Geneva.
Ms. Marques holds a B.A. from Wellesley College in Political Science and French. She received an M.B.A. in Finance and Marketing with honors from Fordham University. A New York City voter, Ms. Marques lives in Geneva, Switzerland with her husband, also an NYC voter, and teenage daughter – a future NYC voter. Ms. Marques’ overseas experience dates from the age of six months, when she moved from Westport to Beirut, and lived in Madrid and Okinawa before returning to the United States for high school.

Robbie Checkoway, International Vice Chair The Netherlands (Boston, MA)

Mr. Checkoway is International Vice Chair of Democrats Abroad and a member of the Democratic National Committee. He is a past Chair of Democrats Abroad Netherlands and served on the Rules Committee of the 2004 Democratic National Convention. Originally from Boston, Massachusetts, Mr. Checkoway is an advertising copywriter now based in Manchester, England. He is a board member of the Love Exiles Foundation, a founding member of The Queen’s English Theatre Company, and a past chair of the Penn Alumni Secondary School Committee in the Netherlands. Mr. Checkoway holds a bachelor’s degree in communications from the University of Pennsylvania.

Wayne Weightman, International Treasurer Cambodia (Honolulu, HI)

Mr. Weightman has been working in Southeast Asia for almost nine years, beginning his career overseas with an Asia Pacific Externship in Phnom Penh during his third year of Law School. Mr. Weightman is currently practicing as an US immigration attorney specializing in consular practice. He is a respected Legal Advisor in his region and has worked with small and large law firms as well as as a solo-practitioner. Weightman obtained his law degree in 2001 from the William S. Richardson School of Law at the University of Hawaii, and is admitted to the Hawaii State Bar and the District of Columbia Bar as well as the American Immigration Lawyers Association. He is an active volunteer in charitable causes and lives and works in South East Asia.

Weightman is a 1984 graduate of the Loyola Marymount University in Los Angeles where he majored in Communication Arts. Prior to his entry into the legal field, Weightman worked in the film industry in Hollywood. He operated a small film studio and specialized in music videos and commercials before venturing into documentaries. He has been the recipient of various film awards. He is currently also Chair of the Cambodia Committee of Democrats Abroad.

Amanda Klekowski von Koppenfels, International Secretary Belgium (Leverett, Massachusetts)

Ms. Klekowski von Koppenfels holds a PhD in Government from Georgetown University. A Leverett, Massachusetts voter currently living in Belgium, Dr. von Koppenfels is the Director of the MA in Migration Studies program at the University of Kent at Brussels (Brussels School of International Studies). A member of Democrats Abroad Belgium since 2003, she received her MA in German and European Studies from Georgetown and her undergraduate degree from Harvard College. Prior to coming to the University of Kent, she was a Research Officer at the International Organization for Migration in Geneva, where she focused on research in counter-trafficking. She has held Fellowships from the Robert Bosch Foundation and the German Academic Exchange Service (DAAD).

Anthony Sistilli, International Counsel Italy (Follansbee, WV)

Mr. Sistilli is an attorney with an international law practice in Italy where he specializes in cross-border corporate and commercial transactions. With a career spanning more than 17 years, he is currently the managing partner of the Rome based firm Sistilli Salvi & Saponara – Novastudia. From 2005-2009, Sistilli served as Chair of the Democrats Abroad committee in Italy, as interim International Legal Counsel since November 2008, has chaired the Democrats Abroad bylaws committee since 2007 and been a member of the Democrats Abroad IT committee. Active in local American service and community organizations, he is also as a board member and legal counsel to the American International Club of Rome.

Mr. Sistilli holds a bachelor’s and law degree from West Virginia University, a masters in Italian corporate law from LUISS University in Rome, and has studied for an LLM in cross-border business transactions at the University of the Pacific, McGeorge School of Law’s program in Salzburg, Austria.

Patricia Ferrari, Regional Vice Chair for the Americas Brazil (New York, NY)

Ms. Ferrari was born and raised in southern Illinois and moved to New York City after graduating from Vanderbilt Law School. She practiced law for almost 22 years at firms in New York and Atlanta and moved to Sao Paulo, Brazil in 2004. She is currently a career coach, working with partners, associates and practice groups at various law firms on a contract basis developing strategy, addressing client development and planning career growth.

Ms. Ferrari has been very active in politics, starting with the congressional campaign of Paul Simon in 1979. As current Chair of Democrats Abroad Brazil, she increased membership by 7.5 times in less than six months and attended the 2008 Democratic National Convention in Denver, Colorado. Additionally, Ms. Ferrari served on the Voter Protection Legal Team in Florida for 2008 presidential election. Ms. Ferrari holds a J.D. from Vanderbilt University and graduated Summa Cum Laude from Southern Illinois University, with a B.A.

Carmelan Polce, Regional Vice Chair for Asia/Pacific Australia (Allentown, PA)

Ms. Polce has more than 20 years experience in the property finance industry, most recently acting as Director, Structured Property Finance for Australia and New Zealand Banking Corporation in Sydney, Australia. Prior to that she consulted in property and corporate finance for PriceWaterhouseCoopers in Melbourne, Australia. Prior to moving to Australia in 1992, she worked in the Property Finance area of PNC Bank in Philadelphia, where she started her career as a property finance analyst with what is now Pennsylvania REIT, Inc.

During graduate school she and a small team of Wharton students started the company that has become Rebuilding Together Philadelphia, which does home repairs and renovations for homeowners who are of low income, are elderly or have disabilities. After graduate school she and a small team of Wharton grads set up a sheltered workshop in La Paz, Bolivia that employs people with disabilities to manufacture small leather goods sold through catalogue companies. She was appointed to the Marketing Advisory Board of Australian rules football team the Richmond (Tigers) Football Club and worked with the team for 3 years. Ms. Polce was the founding chairperson of Democrats Abroad Australia which was formed in 2004. Most recently Carmelan has served on the board of the Task Force on Care Costs, an advocacy group which successfully lobbied the Australian federal government for reforms to its policy supporting careers of children, the elderly and dependents with disabilities. Ms. Polce was born in New York City and raised near Allentown, Pennsylvania. She attended university in Philadelphia, earning a Bachelor’s degree in finance from Temple University and an MBA from The Wharton School at the University of Pennsylvania. Ms. Polce currently resides in Sydney with her partner Derek Kidley and nearly four-year-old daughter, Liesel.

Susan Haug, Regional Vice Chair for Europe, Middle East and Africa United Kingdom (Charlottesville, VA)
Susan Haug has lived abroad for more than twenty years, having spent most of that time in Germany before moving to London in 2007. She has been a DA leader for the last 10 years, beginning with reactivating and chairing the Frankfurt Chapter of Democrats Abroad, Germany before serving as Vice Chair of DA-Germany from 2005-2007. Ms. Haug has been extensively involved with overseas voter outreach, local US Consulate relations and various international media and communications initiatives, last serving as Communications Coordinator for the EMEA region.

Ms. Haug is a native of Virginia and holds a Master of Architecture from Virginia Tech University, with a Bachelor of Arts in Philosophy and English. She has been practicing architecture in the US and in Germany. Ms. Haug’s volunteer service includes ‘Literacy Volunteers of America’ (Prison Program) in Charlottesville, Virginia and ‘Survivors of the Shoah Visual History Foundation’ (Interviewer) in Berlin and Frankfurt, Germany.

WHAT: Executive Committee Members and Democrats Abroad members travel to Washington, DC to lobby the U.S. Congress on issues affecting Americans living overseas, including voting rights issues, health care, taxes, the United Family Act and encouraging members to join the Americans Abroad Caucus. They will also meet with officials from the U.S. State Department.

WHEN: April 27-29, 2009

WHERE: Executive Committee members are available for interviews with the media to discuss their meetings with Congress and President Obama’s successes in restoring the U.S. image abroad.

Dear Fellow DA Taiwan Members,

Great News! We've just gotten word that all the hard work on getting the DA Taiwan country committee upgraded to a "voting" status is about to pay off. We submitted all our details (bylaws, vote results, efforts to publicize our election meeting, etc.) to the DA regional- and international-level officers, and the word back is that DA Taiwan will be brought back up into the "full" "voting" status.

Request for DA Taiwan Members' ARCs: As part of our compliance with Taiwan's Civil Associations Act (TCAA), we need to submit 30 DA Taiwan member ARCs as part of our application for approval. We have collected many ARCs at the March 17th "St. Patrick's Day" DA Taiwan event, but we do need more! Please scan and send a copy of your ARC to tammylturner@gmail.com with a cc to DA Taiwan Counsel David Bell at dat.counsel@gmail.com. We appreciate very much your help with this essential step on ensuring compliance with the TCAA.

OVERSEAS VOTING REFORM SYMPOSIUM

Washington, DC— Congressman Mike Honda (D-CA) will be the keynote speaker for the first Democrats Abroad Overseas Voting Reform Symposium on April 24, 2009 from 9:45 a.m. to 1 p.m. at the Washington Court Hotel, 525 New Jersey Avenue, NW, Washington, D.C. The symposium is hosted by Democrats Abroad, which is the official arm of the Democratic Party for Americans living outside of the United States

Democrats Abroad will present the results of a recently-completed global survey of members in more than 160 countries and territories. Major study recommendations include standardizing overseas absentee registration and voting standards and procedures across all States, and strengthening outreach and education to those new to voting—and to voting from outside the United States.

Democrats Abroad International Chair Christine Marques will chair the symposium. The voter survey results will be presented by a panel of Democrats Abroad members including Colorado voter Gary Suwannarat who lives abroad in Thailand and New Jersey voter Joe Green, who lives abroad in Canada.

A second panel will focus on issues faced by States and localities in managing overseas absentee voting. Participants include representatives of the Federal Voting Assistance Program, the Department of State and State Board of Elections.

DEMOCRATS ABROAD INTERNATIONAL CHAIR RELEASES STATEMENT CELEBRATING EARTH DAY

Geneva, Switzerland— As millions of people across the globe celebrate the 39th annual Earth Day today, Christine Schon Marques, International Chair of Democrats Abroad, issued the following statement:

“Nearly four decades ago, the first Earth Day marked the birth of a new national environmental consciousness paving the way for landmark policies that protect public health and preserve our environment for future generations.

“We have made important gains. But for too long Washington has been held captive by the special interests and has turned a blind eye to the energy crises and the gathering threat of climate change that is affecting all Americans.

“President Obama has given us a new reason to celebrate this Earth Day: his Administration has committed to a comprehensive energy plan that will generate millions of new clean energy jobs, create energy independence, reduce deadly pollution and finally tackle global warming and its potentially catastrophic effects.

“Democrats have been leaders on these issues, and they continue to push for change in Washington.

“April 22nd will always be a day to recommit ourselves to a healthier, cleaner planet; but this year, in the throes of some very difficult economic times, Earth Day has a renewed sense of purpose. CALIFORNIA TO HOLD A SPECIAL PRIMARY ELECTION
ON MAY 19, 2009,
FOR CANDIDATES FOR REPRESENTATIVE IN CONGRESS FROM THE 32nd DISTRICT

On Tuesday, May 19, 2009, there will be a special primary election in the 32nd Congressional District of California to determine the political parties’ candidates to appear on the ballot for a special general election to be held on Tuesday, July 14, 2009, to fill the seat vacated by Representative Hilda Solis.

If one candidate receives a majority of the votes (50% + 1) in the special primary election, no special general election will be held. To determine if your legal residence is in the 32nd Congressional District, click HERE then click “United States House of Representatives.”

REGISTERING TO VOTE AND REQUESTING A BALLOT:

Voters who are California residents within the 32nd District, who requested and received a ballot for the federal General Election on November 4, 2008, will automatically receive a special election ballot, and need not take any further action.

All members of the U.S. Uniformed Services, their family members and citizens residing outside the U.S. who are California residents within the 32nd District should request a ballot for this special election by completing and submitting a registration and ballot request, Federal Post Card Application (FPCA), SF-76, by May 12, 2009, if you have not done so already in calendar year 2009.

The FPCA may be submitted by fax or email in addition to regular mail if you or your family members are members of the US Uniformed Services. After faxing, submit the original FPCA by mail. If returning the marked ballot by fax, you must complete and sign the Transmittal Cover Sheet found HERE. When returned, your ballot will be counted if it is returned by close of polls on May 19, 2009. We’re pleased to announce that the St. Patrick’s Day event and fundraiser was a success, bringing in a total of almost NT$15,000. We also added a few new members to the rolls, to whom extend a warm welcome. Your contribution and participation helps us to build an organization that’s ready to put Democrats in office in 2010 and 2012; Democrats living abroad should have the same support when it comes to voting as they do at home!

REQUEST: As part of the process of becoming an official country committee of the worldwide Democrats Abroad with full voting rights, we are required to provide at least 30 ARCs belonging to our membership.
